Dear Members and Friends,

Thank you to everyone who made our conference a success! Our joint advocacy day with the California School Nurses Organization was a good example of how partnerships can expand our reach and visibility.

I'd like to extend a warm welcome to all of our new members who joined us at the conference. For others who are interested in joining CSHC, please see below for our special membership rates for the remainder of the 2008-2009 membership year. Please let us know how we can support you!

A big congratulations to Linda Juszczak, who has been named executive director of the National Assembly on School-Based Health Care (NASBHC). Linda is one of NASBHC's founders and has served as Board President and Deputy Director. She knows more about school health centers than anyone in the country so we are encouraged when she says, “In the 30 years that I have been working in the movement, I have never seen so much opportunity for growth in school-based health care.”

As we come down from our post-conference high, we are keeping in close contact with key decision-makers on how best to position school health centers for opportunities through the federal economic stimulus package. We are working closely with NASBHC to monitor and maximize these opportunities.

CSHC Conference a Success

 
     
 

“Very informative.” “Terrific!” “Positive environment.” “I am energized and inspired.” “I met some great warriors for school health.” These comments are from the more than 200 people who attended our March conference, Putting the Pieces Together: Policy, Practice and Resources for School Health and Mental Health . The plenary session included a keynote address from Kim Belshé, Secretary of the California Health and Human Services Agency and a presentation from two Los Angeles high school students on the importance of school health centers in serving youth and developing youth leadership. We had ten excellent workshops and our first-ever exhibit hall.

The momentum continued on Wednesday, March 4 at School Health Day at the Capitol , where our youth-led rally brought more than 200 people to the steps of the Capitol with Assembly Members Tom Torlakson, Julia Brownley and Sandré Swanson voicing their support for school health services. After the rally, participants made more than 50 visits to legislative offices and conducted a briefing for state government staff on new initiatives and opportunities in school health services.

 
     
 

Policy Updates

 
     
 

Stimulus Update
The federal stimulus package (American Recovery and Reinvestment Act - ARRA) includes several funding streams that could support existing or new school health centers . CSHC has compiled a summary and related links for the most relevant funding opportunities that schools or community agencies can apply or advocate for at the local level. CSHC is currently pursuing other stimulus funding opportunities for school health centers at the state level and will provide more information on these when it is available. California Ballot Propositions
On May19th California voters will be asked to make decisions on several ballot propositions (Proposition 1A, Proposition 1D, Proposition 1E) that could have implications for your school health center depending on your funding source. CSHC has not taken a position on these propositions. For more information on the propositions, please visit California Health Access at or California Budget Project.

Federal Policy Updates
NASBHC is moving forward on reintroducing the Healthy Schools Act of 2007 (S. 1669/H.R. 2870), which would mandate reimbursement for school health centers that provide covered services under CHIP (Healthy Families) and Medicaid . The senators who are expected to lead the effort are Debbie Stabenow (D-MI) and Senator Olympia J. Snowe (R-ME). In the House, Reps. Edolphus Towns (D-NY) and Bart Stupak (D-MI) are expected to introduce the legislation.

The School-Based Health Clinic Establishment Act of 2007 (S.600/H.R. 4230) will be introduced in the next couple of weeks. This bill will create a federal program for school health centers like the community health center authorization. Two California democrats are expected to introduce the bill in the House: Reps. Lois Capps and Susan Davis.

ARRA (Stimulus): NASBHC has met with officials from HRSA and the Dept. of Education, in conjunction with the Coalition for Community Schools, regarding opportunities for SBHCs within the purview of both departments. NASBHC is focusing on future funds coming from the federal government, specifically Title I, the innovation funds, and health information technology. Let NASBHC know if you are a 330 funded clinic and have been included in your sponsoring organizations' application for stimulus funds.

Student Mental Health Initiative
The Student Mental Health Initiative is currently on hold pending county decisions regarding funding. Unfortunately, at this time there is no concrete information on the release date for the request for applications. Once the Department of Mental Health has a better idea of the available funds for Student Mental Health and other statewide projects, they will move forward. The department is collecting contact information from those who want notification of the RFA's release. LA County Board of Supervisors Passes Motion for School Health Centers
School health centers in Los Angeles County gained important momentum with the leadership of Supervisor Mark Ridley-Thomas, a long time school health center champion. Along with Supervisor Gloria Molina, Supervisor Ridley-Thomas introduced a motion in March that was adopted by the full Board of Supervisors to direct the CEO, the Director of the Department of Mental Health, and Interim Director of the Department of Health Services to report back with a plan for developing at least five potential integrated school-based health center projects within the county. These proposed projects would enable the integration of behavioral health services with county-funded primary care services at school based health center sites. The report will include a recommended budget and an outline of opportunities to leverage other funds. This report is expected back in 60 days. CSHC Board President Sandra Jones testified at the hearing.

New Mobile Health Clinic Comes to Riverbank High School
Thanks to the enthusiasm and commitment of a group of youth activists calling themselves Riverbank Step By Step, a new Medical Outreach Mobile is now visiting the Riverbank High School campus regularly. The 60-foot bus will provide medical care to anyone in the Riverbank community but will focus on caring for teenagers. Teens took the lead on getting this new service for their school and community by surveying their peers about health care needs, meeting with the school district, and approaching Golden Valley Health Centers about providing services. Golden Valley Health Centers hopes to expand the clinic to a five-day a week service and eventually into a permanent location at Riverbank High School .

LA Coalition Unites Stakeholders
The LA Coalition unites stakeholders in advocating for public policies that support school based health centers by building partnerships, fostering networking and sharing of resources, and serving as a channel of communication about school-based health care in Los Angeles County. The group meets quarterly. The next meeting will be on Wednesday, May 13, 2009 , 1:00 pm - 4:00 pm at the offices of LA Care (555 W. 5 th Street , 29 th Floor, Los Angeles). The "Hook Up" Project
Encourage youth at your school to access accurate, sexual health information using their cell phones. Youth can text 'hookup' to 365247 and get weekly tips and local clinic referrals, including to school health centers. The number was chosen because anyone can text 365 days of the year, 24 hours a day and 7 days a week! The Hook Up" project is a statewide text messaging campaign sponsored by the Internet Sexuality Information Services, Inc. (ISIS), the California STD Control Branch, and California Family Health Council (CFHC). Jack O'Connell Invites Participation in Health Framework
State Superintendent of Public Instruction Jack O'Connell recently announced that people may apply to participate in the revision of the Health Education Framework for California Public Schools: Kindergarten through Grade Twelve (Health Framework). The Health Framework is designed to provide guidance to teachers, administrators, and parents in the implementation of health education that reflects the state-adopted content standards. Applications must be received by May 14, 2009 . All meetings will be open to the public. Board Additions
CSHC is pleased to welcome four new board members! Linda Crawford is a regional nurse with the Danbrook School Health Center working with special education and medically fragile students, mentoring new school nurses for six school districts, and providing resources to program specialists and nursing staff. Mike Miller is the president and founder of the public relations agency Brown-Miller Communications based in Martinez, California which focuses on issues affecting the nation's health, food and agricultural communities. Mike has many years experience working with nonprofits, governmental agencies and in private industry. Koua Cha is the strategic projects manager for Planned Parenthood Golden Gate in San Francisco. He has experience with finance management, fundraising, and organization capacity building. Koua is very active in the community and enjoys a wide variety of volunteer projects. Dr. Mark Cooper is the director of the St. Helena-Clearlake Family Health Dental Clinic and a staff member at St Helena-Clearlake Hospital. Dr. Cooper has a long history of community service having worked extensively with local governments, school boards, as well as state associations.

Youth Board Report
CSHC's Youth Board successfully organized the participation of 40 youth from across California in School Health Day at the Capitol on March 4 th.  These youth brought an important voice to legislative offices and the youth-led rally in on the steps of the Capitol. The Youth Board also presented a workshop, Raise the Volume! Effective Ways to Engage Youth in the School Health Movement, to a packed room at CSHC's annual conference and will be working on NASBHC's national convention in Florida in June. Congratulations on a job well done!

Family PACT has developed a self-study module to help staff practice the ins and outs of making sure the CEC form is filled out correctly. You can see the PowerPoint presentation with or without audio by going to the Family PACT website.

Family PACT Online Training for Front Office Staff
This practical online module covers the details that front office staff need to know about the Family PACT program. This module is a great way to orient new staff as well as to give current staff helpful information about the Family PACT programs. A PowerPoint program can be viewed at the Family PACT website.
