Angel Acevedo
As the Director of Policy & Special Projects, Mr. Angel Acevedo is responsible for leading governmental affairs and the development/execution of strategic projects for Community Health Systems, Inc (CHSI); fostering relationships with external groups, such as elected officials and government offices, or developing business opportunities for the organization with outside entities. Angel is one the lead external representatives of Community Health Systems and has led efforts around School-Based Health, supporting the opening of CHSI’s first school-based health center, and has greatly expanded the 340B program footprint since for the organization. Angel joined CHSI in 2016.
Angel currently sits on the Inland Empire School-Based Health Alliance steering committee and also serves as Co-Chair to the California Primary Care Association 340B Peer Network. A graduate of California Baptist University, in Riverside, CA, Angel earned a Master of Business Administration, with a concentration in Healthcare Management. He received his Bachelor of Arts in Business Administration from Cal-State San Bernardino, graduating in 2017, with dual degrees in Management and Entrepreneurship.
Supervisor Joe Baca
Supervisor Joe Baca, Jr. has proudly served the 5th District of San Bernardino County since 2020 – tirelessly working on the behalf of his constituents from the cities of Colton, San Bernardino, and Rialto, as well as the unincorporated areas of Bloomington, Muscoy, Arrowhead Farms, Little Third, El Rancho Verde, and Rosena Ranch in the Fifth District of San Bernardino County. Supervisor Baca, Jr. knows the County of San Bernardino well. He was raised in Rialto, where he attended local public schools and pursued higher education in the county, earning degrees from San Bernardino Valley College and Cal State University at San Bernardino. He also earned his master’s from Azusa Pacific University.
Supervisor Joe Baca, Jr. has been dedicated to public service his entire working life. He worked in law enforcement, before becoming a teacher at Rialto Unified Schools District. He taught for fifteen years in Rialto, while also coaching girls’ softball. He also served on the Rialto City Council from 2007-2020 and was a member of the California State Assembly from 2004 through 2006. As a former teacher and head coach for the softball team at Rialto High School, Supervisor Baca, Jr. has a better understanding of the needs of young people in the community and has always believed in investing in projects that directly impact our youth. His experience teaching and coaching has helped him build relationships with young people and their parents and helped him create partnerships within the community who were also dedicated to helping the public.
Lexi Backstrom
Dr. Lexi Backstrom serves as the Director of Behavioral Health for the Riverside County Office of Education. She brings over 13 years of experience developing programs and supporting the behavioral and mental health needs of students in nonpublic schools, residential treatment centers, K-12 school districts, and alternative education. Her degrees, credentials, and licenses include EdD in Educational Psychology and Applied Behavior Analysis, EdS in School Psychology, MA in Counseling, MBA, Clear Administrative Services Credential, PPS in School Psychology, and LMFT/LPCC.
Rose Bomentre
Dr. Rose Bomentre, an accomplished educator with a Doctor of Education degree in Organizational Leadership from Pepperdine University, is the Superintendent of REAL Journey Academies. Her career includes roles as a teacher, school counselor, and administrator. Dr. Bomentre has worked in Los Angeles County for 19 years and San Bernardino County for more than 12 years, and recently served as Assistant Superintendent of Educational Services for Baldy View Regional Occupational Program. She currently serves as the Association of California School Administrators (ACSA) Region 12 Vice President of Committees & Councils. Additionally, she serves as an active member of the Inland Empire Health Coalition Steering Committee, contributing leadership and guidance to foster the development and operations of the coalition and emphasizing the importance of community engagement in health, wellness, and safety.
Autumn Boylan
Autumn Boylan, MPH, (she/her/hers/they) is a recognized public health and Medicaid expert and a Deputy Director at the California Department of Health Care Services. Putting equity and access at the center of her leadership, Ms. Boylan leads the development of two of the nation’s largest initiatives supporting systemic improvements in behavioral health: the Children and Youth Behavioral Health Initiative (CYBHI), a $4 billion effort to re-imagine behavioral health access and outcomes for children and youth; and the Justice-Involved (JI) Reentry Initiative, which seeks to improve coverage and continuity of health services to justice-involved individuals.
Jose Campos
Jose Campos serves as Director of Parent Involvement and Community Outreach for the Jurupa Unified School District. In this capacity, Jose works with several nonprofits and public agencies coordinating and expanding services throughout the community. These services include mental health, medical access and coverage, early childhood programs, case management services, and various parent engagement programs. Jose oversees the district’s mobile medical and dental services in partnership with Federally Qualified Health Centers, an intermittent health clinic, four school-based wellness centers, and direct behavioral health services operated by Jurupa Unified School District.
Marcella De Santis
Marcella De Santis is the Pediatric Preventive Care Strategist at Inland Empire Health Plan focusing on improving the care of the pediatric and maternal populations. Since 2016, Marcella progressed into several roles within the Quality Improvement department at IEHP. Marcella has her master’s degree in management, her Certified Professional in Healthcare Quality (CPHQ) designation and has facilitated several workgroups focused on improving children’s immunizations and well-care visits.
Bonnie Flippin
Bonnie Flippin is the Program Coordinator for the San Bernardino County Department of Public Health Local Oral Health Program, known locally as Smile SBC. She has been with the Department of Public Health for 22 years and has overseen the Smile SBC program since its inception in 2018. Ms. Flippin was born and raised in San Bernardino County and is passionate about the health of her neighbors and friends. She holds a Master of Business Administration from California State University, San Bernardino.
Cristie Granillo
Cristie Granillo is currently the Manager of Community Health Worker Integration and conducting her doctoral research on attendance. She currently leads two teams of Community Health and Education Workers in San Bernardino City Unified School District and Chaffey Joint Union High School District. Cristie has worked in the education for 12 years and specializes in crafting and executing initiatives that prioritize both health and educational equity, aiming to address root causes of disparities. Her work is deeply rooted in her lived experience with a commitment to sparking positive change and making good trouble.
Shayna Greenberg
Shayna Greenberg is a PhD Candidate in Clinical Psychology at Loma Linda University under the mentorship of Dr. Maya Boustani. Her work prioritizes developing research-practice partnerships to examine and respond to community-identified need with the delivery of data-driven tools that are feasible, effective, and sustainable for promoting access to care. She has collaborated on projects to enhance the evaluation of student need as well as school-based mental health prevention and early intervention. Her research additionally addresses the development and dissemination of practical, individualized, evidence-based interventions in traditional, community, and online settings to bridge service gaps to best serve youth and families.

Geoffrey Leung serves as the Public Health Officer for Riverside University Health System and Riverside County.
Janine Moore
Janine Moore serves as the Deputy Director for Children’s and Transitional Age Youth Programs at Riverside University Health System Behavioral Health.
Hector Murrieta
Hector Murrieta is in his ninth year as the proud principal of Sierra High School and his 20th year as a school administrator. He has been married to Rosario for 23 years, and they have three children: Rosario, Frida, and Diego, along with two grandchildren, Aaron and Victoria Grace.
Ian Niewoehner
Ian Niewoehner has five years of experience in the San Bernardino County Unified School District. He started in elementary education before transitioning to high school. Now, as the Mental Health and Wellness Teacher at Sierra High School, Ian supports students’ emotional well-being and personal growth.
Michael Lombardo
Michael Lombardo has over 30 years of experience working in Human Services and Education systems. He has worked throughout California with leadership in early prevention, education, social services, health, juvenile justice, and mental health agencies to integrate and improve services for children, youth, and families. Currently, Michael is supporting California Health and Human Services, County Education Departments, and Local Education Agencies to implement California’s $4.7 billion investment in the Child Youth Behavioral Health Initiative (CYBHI). Michael is a member of the California Student Attendance Review Board, Student Mental Health Policy Workgroup, Behavior Health Task Force, and serves on the board of directors of the California School-Based Health Alliance. He has extensive experience implementing and scaling up evidence-based practices and coordinated the implementation of the California Positive Behavior Interventions and Supports (California PBIS).
Raul Pedraza
Raul Pedraza Jr. is the Principal of Inland Career Education Center in San Bernardino City Unified School District, with over 15 years of experience in adult education. Throughout his career, he has served in various roles, including teacher, counselor, head counselor, Program Specialist within the Student Wellness and Support Services department, and later as Vice Principal. His leadership is centered on equity, innovation, and strategic planning to empower students and foster growth. ICEC has been a member of the California School-Based Health Alliance for the past two years. Through our partnerships with Community Health Systems and Loma Linda University’s Resiliency Clinic, we’ve expanded student services to include a Mobile Medical Clinic, Mobile Dental Clinic, and therapy services, addressing the needs of both our students and the local community.
Marina Quintanilla
Marina Quintanilla serves as the Youth Advocacy and Engagement Manager at the California School-Based Health Alliance (CSHA) and is also a fellow in the Solis Policy Institute. She leads the implementation of initiatives within schools and school-based health centers and wellness centers (SBHCs/WCs), with a strong focus on youth advocacy and engagement, substance use prevention, and adopting non-punitive approaches to student substance use. She supports CSHA’s local and state policy agenda by collaborating with SBHC/WCs and local partners to build grassroots advocacy skills and capacity building.
Sonia Rivas
Sonia Rivas has dedicated over 14 years to improving community health at IEHP, where she spent 13 years as a Supervisor of the Health Navigator team. In this role, Sonia initially led an innovative team of Health Navigators in pioneering collaborations with schools to enhance community outreach and support. Recently promoted to Manager, Sonia continues to bring her extensive experience and passion for public health to the forefront. Before joining IEHP, Sonia worked at the Children’s Hospital of Orange as a Community Health Worker, where she played a pivotal role in assisting families with health insurance enrollment and delivering vital health education. Her commitment to fostering healthier communities shines through in every aspect of her work.
Sandra Rodriguez
Dr. Sandra Rodriguez is an accomplished educational leader with over 25 years of experience in administration and teaching. As Assistant Superintendent at San Bernardino City Unified School District, she has effectively led student services and curriculum initiatives, driving student achievement. Dr. Rodriguez is dedicated to community engagement and school reform, fostering a positive educational environment. Her dedication to excellence in leadership earned her the Distinguished Service Award in 2023. Dr. Rodriguez is a proud alumna of SBCUSD.
Brianna Vasquez
Brianna Vasquez is a Health Education Specialist II at the San Bernardino County of Public Health with five years of experience in adolescent health initiatives. With a Master of Public Health and a Certified Health Education Specialist (CHES), Brianna is deeply committed to advancing health equity and justice. Brianna currently works in the Health Equity program, focusing on promoting equity, inclusion, and belonging within the health department and San Bernardino County communities.
Carmen Vega
Carmen Vega is the Director of Community Supports and Inland Empire Health Plan. Carmen has a Bachelor’s degree from California State University of Fullerton in Child Development with an emphasis on adolescent studies and a minor in Kinesiology. Carmen also has her Master’s in Leadership & Management from the University of La Verne. Carmen has worked in the community setting for over 20 years in advocacy for supporting our community at large.
Sandra Velasco, MBA
Sandra is a Program Coordinator II with Riverside University Health System-Public Health’s Oral Health Program. Sandra obtained her bachelor’s degree in international relations from Baylor University and a master’s in business administration from the University of the People. Sandra has over 15 years of professional experience in victim services, social justice, health education, pharmaceuticals, organ procurement, and public health. Ms. Velasco’s leadership and dedication to health equity have been instrumental in building and strengthening relationships with medical and dental providers, school administrators, and nurses to expand oral health education and increase dental screenings in school districts across Riverside County.
Cheryl Whitten
Cheryl has over 30 years’ experience in leadership and business development in both the Education and Healthcare Industries. She currently holds the position of Director of Specialty Services with Community Health Systems, Inc. In this role she oversees multiple departments including Behavioral Health. This past year the Behavioral Health Department began a School Based Health Center in North San Diego County, with other locations planned to open early 2025. Throughout her career she has developed programs that enhanced services and gained funding for the community through her work as Director of Membership at both the California State University System and The San Diego Regional Chamber of Commerce. Her interest in Healthcare and Psychology led her to become a mentor and coach in Transformational Leadership and the study of Acupressure Therapy. She earned certifications from UCLA Anderson School of Management in their Community Health Advocate Program, Mindfulness Meditation from University of California San Diego, and Acupressure Therapy from the Institute of Health Sciences. She holds degrees in Social and Behavioral Science and Psychological Science from California State University San Marcos.
Colleen Williams
Colleen Williams, Director of Student Wellness and Support Services for the San Bernardino City School District has student wellness in mind. With a strong background in school administration and systems-building, works collaboratively with staff, community-partners and school teams to integrate wellness services and supports to all students. Wellness components include: climate and culture systems, counseling, mental health therapy, medical needs. Colleen’s team assists school teams to provide physical, social-emotional, and behavioral health of students so they may thrive academically and personally. With twenty-eight years in education, with experience as a teacher and administrator in schools, she is knowledgeable about the need and impact of wellness services to the community of San Bernardino. With a goal of bringing wellness to the San Bernardino community, she utilizes braided funding and community partners to further these efforts.
